The Liquor Act 2007 and the Responsible Service of Alcohol
"The Act places obligations on the Casino, Liquor, Gaming Control Authority, the Director of Liquor and Gaming, the Commisioner of Police, licensees and others in regard to responsible practices in the sale, supply, service and promotion of liquorand the prevention of activities that encourage misuse or abuse of alcohol." (excerpt from page 3 OLGR RSA Course Notes)Further, "RSA training is madatory for everyone in NSW involved in the sale and supply of liquor to the public. This includes licensees, club secretaries, serving staff and security staff working at licensed venues. There are no exemptions from undertaking the course.
This mandatory training regime also captures volunteers, promotional staff and contract employees as well as directors of registered clubs who have liquor service responsibilities.
Sanctions apply to licensees and staff in cases where RSA training has not been undertaken." (Page 4 OLGR RSA Course Notes)

The key agencies regulating & enforcing the new liquor laws:
- NSW Office of Liquor, Gaming and Racing
- the Casino, Liquor and Gaming Control Authority (from 1 July 2008, the Liquor Administration Board has been replaced by the Authority)
- the NSW Police Force
- the Director of Liquor and Gaming
- & various Government agencies
In summary the Casino, Liquor and Gaming Authority is responsible for:
- Liquor and gaming licence applications and disciplinary matters
- The imposition of penalties, suspention or cancellation of licences
- "Reviews of disciplinary decisions made by the Authority are determined by the Administrative Decisions Tribunal." (OLGR notes page 11)
- "administering the responsible service of alcohol and responsible conduct of gambling training schemes, as well as determining any further requirements for licensees." (OLGR notes page 11)
